
The Assam Congress on Thursday filed a complaint against the state BJP over an AI-generated video shared on its official social media handle that targeted Congress leaders and depicted the Muslim community as illegal immigrants seizing government land.
Assam Congress Media Department chairman Bedabrata Bora filed the complaint at Dispur Police Station against the BJP’s social media cell, alleging criminal conspiracy, incitement to communal disturbances, promotion of enmity among religious groups, and violation of the Model Code of Conduct currently in effect for the Bodoland Territorial Council (BTC) elections.
Bora said the complaint names the Assam BJP, represented by state president Dilip Saikia, BJP social media cell co-convenor Shekharjyoti Baishya, and other unidentified individuals linked to the party’s social media campaigns in Assam and its content strategy for the North East.

The Congress accused the Assam BJP of spreading communal hatred through an AI-generated video titled “Assam without BJP” shared on the party’s social media handles on September 15.
Congress leader Bedabrata Bora said the video portrays a distorted image of an overwhelmingly Muslim-dominated Assam, with visuals of legalised beef sales in public spaces, renamed landmarks featuring Islamic motifs, exaggerated claims of a 90 per cent Muslim population, Muslims in positions of authority, and depictions of Sharia-like laws.
He noted that the captioning and narration “explicitly promote fear and hatred against Muslims” while tarnishing the image of Congress leaders Rahul Gandhi and Gaurav Gogoi.
The video also depicts Assam Pradesh Congress Committee president Gaurav Gogoi delivering speeches alongside Leader of Opposition in Lok Sabha Rahul Gandhi, with a Pakistani national flag in the background.
The video, which ends with the line “choose your vote carefully”, was allegedly designed to influence voters ahead of the Bodoland Territorial Council (BTC) elections.
Bora pointed out that this was not an isolated incident, noting a similar video was posted by the same BJP handle on September 12, warning that such content poses a serious threat to Assam’s fragile communal harmony.
In his complaint filed at Dispur Police Station, Bora urged a forensic analysis of the video to detect fabrication, seizure of devices from the BJP’s social media cell, immediate removal of the video under the IT Act, 2000, and a report to the Assam State Election Commission regarding alleged Model Code of Conduct violations.
Police confirmed receipt of the complaint and said they would examine it before taking further action.
Meanwhile, the Assam BJP has continued posting videos on its ‘X’ handle since Monday, claiming the state faces a threat from illegal immigrants.
Reacting to the controversy, Gogoi dismissed the BJP IT cell’s efforts, saying, “The words, actions and images produced by the BJP IT cell do not have the strength to scratch the surface of Assamese society.”
He stressed that Assam has been nurtured by icons such as Srimanta Sankardeva, Azan Pir, Swargadeo Siukapha, Lachit Borphukan and Bhupen Hazarika, and that smugglers of cattle, coal, betel leaves and drugs “will not dictate the Assamese mind.”
Gogoi, also deputy leader of Congress in the Lok Sabha, said his party’s vision was to build “a society of pilots, engineers, doctors, entrepreneurs, bankers and business owners.”
“We want to see a bor (great) Assam where hard work trumps hate, decency matters over hubris, democracy crushes autocracy, and everyone is treated with respect,” he said.
