NIA files chargesheet against senior CPI (Maoist) leader C.P. Moideen

The National Investigation Agency (NIA) has filed a supplementary chargesheet before the NIA Special Court in Hyderabad against a senior leader of the banned Communist Party of India (Maoist), in connection with an alleged anti-India conspiracy case, under various provisions of the Unlawful Activities (Prevention) Act, 1967, and the Indian Penal Code (IPC).

According to the NIA, C.P. Moideen, also known as Girish, was actively involved in the Maoist conspiracy to “wage war against the Government of India,” with evidence gathered during the investigation confirming his central role in the operations of the Western Ghats Special Zonal Committee (WGSZC) of the CPI (Maoist).

Investigations also revealed that Moideen functioned as a Special Zonal Committee Member and later assumed the role of Secretary of the Western Ghats Special Zonal Committee (WGSZC) following the arrest of Central Committee Member Sanjoy Deepak Rao in September 2023.

Moideen  allegedly oversaw the operations of People’s Liberation Guerrilla Army (PLGA) squads in the WGSZC region, led recruitment drives, propagated Maoist ideology, and orchestrated violent activities targeting security forces in the Kerala–Karnataka–Tamil Nadu tri-junction area.

He was initially detained by Kerala Police in August 2024 and formally arrested by the NIA in January 2025. The case was originally registered by Telangana Police in September 2023 after Sanjoy Deepak Rao was apprehended with arms, ammunition, and Maoist literature.

Subsequently, the NIA took over the investigation, filed a chargesheet against Rao, and launched a broader probe to counter the CPI (Maoist)’s revival strategy and dismantle its urban and armed networks.

The Western Ghats Special Zonal Committee (WGSZC) of the CPI (Maoist), formed in 2011, is a critical operational unit tasked with spearheading guerrilla warfare across the forested tri-junction region of Kerala, Karnataka, and Tamil Nadu, making it the fourth such ‘Guerrilla Zone’ in the country after the North Telangana, Dandakaranya, and Andhra-Odisha border committees.
