Central Secretariat Service officials threaten ‘non-cooperation movement’ over promotion delays

More than a hundred Central Secretariat Service(CSS) officials organised a march on Raisina Hills on 4 March, issuing a stern warning of a “non-cooperation movement” unless swift action is taken regarding their promotions.

A cadre review committee (CRC) established in 2022 has not yet submitted its findings. This committee is led by officials from the Department of Personnel and Training (DoPT), which serves as the administrative Ministry for the Central Secretariat Service (CSS).

“The CSS Forum has pursued the matter at every level, however, we are yet to receive any positive outcome from the government. Such kind of treatment with CSS officers who are considered as the backbone of the Central government is very disappointing and frustrating,” read letter sent by the forum to the Secretary, DoPT.

The Union government had formed a cadre review committee on 27 October, 2022, with the aim of evaluating the increasing need for manpower across various Ministries and departments. The committee was tasked with recommending measures for improved cadre management and the seamless career advancement of CSS officials.

“As per information available with us, the deliberations of the committee have been completed long ago, however the matter is still pending with the government. As per information available with us, at least 20 government departments have sent requisitions for more than 2,500 additional posts. The number of the data of all the departments is to be considered. Due to the delay in the submission of the report of CRC, these departments are crippling with shortage of manpower, which is also hampering official work. There is also stagnation in almost each grade of CSS due to which officers are distressed and dismayed,” the CSS forum said.

The forum has resolved to conduct a series of protest marches in the coming days.

“We will start a non-cooperation movement if the government does not act. It will mean that we will only work during the official hours, 9 am-5.30 pm, and will not put in any extra hours as we do on a usual basis,” one of the members of the forum said.
